Texas Vehicle Registration for New Residents

Transferring your vehicle registration to Texas is a separate process from getting your driver's license, but they have different deadlines (30 days for registration, 90 days for your driver's license). The good news: Texas eliminated annual safety inspections in January 2025, simplifying the process significantly.

What Changed in 2025

Texas House Bill 3297 eliminated the mandatory annual safety inspection for non-commercial vehicles registered in Texas, effective January 2025. This saves relocators one stop in the registration process, though a new $7.50 annual inspection replacement fee is added to your registration. New vehicles (current or preceding model year, never previously registered in any state) pay an initial inspection program replacement fee of $16.75 covering two years instead of the standard $7.50 annual fee. However, emissions testing is still required in 17 Texas counties:

• DFW Area: Dallas, Tarrant, Collin, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall
• Houston Area: Harris, Fort Bend, Brazoria, Galveston, Montgomery
• Austin Area: Travis, Williamson
• El Paso: El Paso

Note: Bexar County (San Antonio) will be added to the counties requiring emissions tests during 2026, per the Texas DPS. Check with your county tax office for the start date before your renewal.

If your county requires emissions testing, you'll need a passing Vehicle Inspection Report (VIR) before registering. Testing costs $18.50–$28.75 at any certified inspection station.
